I am using PSP 12 as an example.
PSP 9 has a plug in folder.
PSP 10 does not have a plug in folder or a Language folder.
So with PSP 10 on Vista, you would have to create a Plug In Folder both in your
C:\Documents\ my psp files and within PSP 10 on your C:\ Drive as below

Now for Vista:   lol.    And those stubborn plug ins that won't go into your documents folder.

#1   Go to your Computer and click
#1
#2 Then double click on your C:\ drive
(this is just the name of mine, yours might be different)
#2
#3Now double click on Program Files (x86)     Mine shows with this folder.
If you don't have it then try going C:\Program Files as that would be your path.
#3
#4 Double Click on Corel folder
#4
#5 Double click on Corel Paint Shop Pro 10 or 12 (the program)
The others shown are the installation files
#5
#6 NOTE:   If you have PSP X then skip this step and continue with step 8.

PSP 12     Double click on Languages
#6
#7 Double click on EN (for English)
#7
#8 Create a folder called Plug Ins
#8
#9 And to keep things neat as you may have to install 4 or 5 filters in here,
create a folder with the plug in name
#9
#10 Now your ready to begin your installation
