This was created using PSP9 but can be adapted for other versions of PSP.
You will need the
following to complete this tutorial
Materials
LEFT CLICK >>> SAVE
JF_Temp77.psp
SKF_Women138[1].07.psp
Save to a folder on your computer
Plugins
** EYE CANDY3 **

Open both of the images in PSP and minimize SKF_Women138[1].07.psp
Right click on the Title Bar of JF_Temp77.psp and select COPY from the options
Open a new image 450 x 520
Transparent background
PSPX: Colour Depth = 8bits/channel
Right click on the Title Bar ...
and select PASTE AS NEW LAYER from the options.
EFFECTS>>> GEOMETRIC EFFECTS >>> PERSPECTIVE - VERTICAL
IMAGE >>> FLIP
EFFECTS >>> 3D EFFECTS >>> INNER BEVEL
Right click on the Title Bar of JF_Temp77.psp and select COPY from the options
Right click on the Title Bar of your tag image
and select PASTE AS NEW LAYER from the options.
EFFECTS >>> DISTORTION EFFECTS >>> POLAR COORDINATES
EFFECTS >>> 3D EFFECTS >>> INNER BEVEL
Same settings
Select your DEFORMATION tool
MODE = Scale
Other settings = default settings
Drag rhe centre bottom node upwards, level with the 300 pixel mark on the left ruler
Click the RESET RECTANGLE arrow
EFFECTS >>> PLUGINS >>> EYE CANDY 3 >>> DROP SHADOW
ACRIVATE RASTER 2
EFFECTS >>> PLUGINS >>> EYE CANDY 3 >>> DROP SHADOW
Same settings
ACTIVATE RASTER 1
Flood fill with " #2b488c "
LAYERS >>> MERGE >>> MERGE VISIBLE
With your MAGIC WAND
Mode = Replace
Match Mode = RGB Value
Tolerance = 20
Feather = 0
Antialias = UNchecked
Sample Merged = UNCHECKED
PSP9/X: Check CONTIGUOUS
PSPX: There is no " Sample Merged"
PSPX: Use all layers = UNChecked
and using your SHIFY key select the Dark Blue background
EFFECTS >>> 3D EFFECTS >>> INNER BEVEL
Same settings
DESELECT
LAYERS >>> MERGE >>> MERGE ALL (Flatten)
Save as .jpg image
Name it "TB8_inset"

Open a new image 550 x 450
Transparent background
PSPX: Colour Depth = 8bits/channel
Flood fill with WHITE
LAYERS >>> NEW RASTER LAYER
Flood fill with BLUE " #2b488c "
Right click on the Title Bar of the " TB8_inset.jpg " image and select COPY from the options
Right click on the Title Bar of your tag image
and select PASTE AS NEW LAYER from the options.
IMAGE >>> FLIP
In your LAYER PALETTE change the OPACITY to 80%
Change the BLEND MODE to LUMINANCE (L)
EFFECTS >>> ILLUMINATION EFFECTS >>> LIGHTS
COLOUR = " #5f69be "
Use your MOVER tool to drag the image down so there is a gap left at the top
Maximize the SKF_Women138[1].07.psp image in your PSP workspace
Right click on the Title Bar and select COPY from the options
Right click on the Title Bar of your tag image
and select PASTE AS NEW LAYER from the options.
Reposition with your MOVER tool
LAYERS >>> DUPLICATE
In your LAYER PALETTE change the BLEND MODE to LUMINANCE (L)
ACTIVATE RASTER 4
In your LAYER PALETTE change the OPACITY to 52%
Change the BLEND MODE to MULTIPLY
ACTIVATE " Copy of Raster 4 "
EFFECTS >>> PLUGINS >>> EYE CANDY 3 >>> DROP SHADOW
Same settings BUT... Change OPACITY to 90%
LAYERS >>> NEW RASTER LAYER
Choose your SELECTION TOOL then click on the CUSTOM SELECTION
symbol
In your MATERIALS PALETTE
Load WHITE " #ffffff" in your foreground
Load BLUE " #2b488c" in your background
Then click on the GRADIENT option in your foreground palette and use the settings indicated.
 . 
Flood fill the selection wih the GRADIENT
SELECTIONS >>> MODIFY >>> CONTRACT = 4
EDIT >>> CLEAR
DESELECT
EFFECTS >>> 3D EFFECTS >>> DROP SHADOW
Vertical & Horizontal offsets = 1
Colour = Black
Opacity = 60
Blur = 0
Repeat Drop Shadow effect changing
Vertical & Horizontal Offsets to - ( minus ) 1
Click OK
ADJUST >>> HUE & SATURATION >>> COLORIZE
With your MAGIC WAND
Same settings.
Select the CENTRE area of the frame you just created
SELECTIONS >>> MODIFY >>> EXPAND = 3
LAYERS >>> NEW RASTER LAYER
LAYERS >>> ARRANGE >>> MOVE DOWN
Right click on the Title Bar of the " TB8_inset.jpg " image and select COPY from the options
Right click on the Title Bar of your tag image
and select PASTE INTO SELECTION from the options.
DESELECT
~/~/~/~/~/~/~/~/~/~
You could finish here by adding a border...
then...
LAYERS >>> MERGE >>> MERGE ALL (Flatten)
Save as .jpg image
OR
continue on...

ACTIVATE RASTER 2
SELECTIONS >>> SELECT ALL
SELECTIONS >>> MODIFY >>> INSIDE/OUTSIDE FEATHER
SELECTIONS >>> INVERT
EDIT >>> CLEAR (Twice)
ACTIVATE RASTER 3
EDIT >>> CLEAR (Twice)
ACTIVATE RASTER 4
EDIT >>> CLEAR (Twice)
ACTIVATE COPY OF RASTER 4
EDIT >>> CLEAR (Twice)
DESELECT
CLOSE RASTER 1
LAYERS >>> MERGE >>> MERGE VISIBLE
Open & Activate Raster 1
Raster 1 is your background layer... colour it to match your web page or stationery.
Save as .psp image
Once you complete the background...
LAYERS >>> MERGE >>> MERGE ALL (Flatten)
Save as .jpg image
