This was created using PSP9 but can be adapted for other versions of PSP.
Has been successfully tested in PSPXI and PSPXII.
You will need the
following to complete this tutorial

Save to a folder on your computer
goldfill1.bmp
Save to your PSP Patterns folder
Candombe.ttf
Save to your WINDOWS >>> FONTS folder
or
to a folder where you store your extra fonts.

Open all your images in PSP and minimize.
Open a new image 500 x 500
Transparent background
PSPX: Colour Depth = 8bits/channel
LAYERS >>> NEW RASTER LAYER
Flood fill with " #d58662 "
SELECTIONS >>> SELECT ALL
SELECTIONS >>> MODIFY >>> CONTRACT = 50
SELECTIONS >>> MODIFY >>> INSIDE/OUTSIDE FEATHER
SELECTIONS >>> INVERT
EDIT >>> CLEAR
DESELECT
Open up the products_lg_259.jpg image in your PSP workspace
Right click on the Title Bar and select COPY from the options
Right click on the Title Bar of your tag image
and select PASTE AS NEW LAYER from the options.
IMAGE >>> RESIZE = 120%
Ensure "Resize all layers" is UNCHECKED
Go to your LAYER PALETTE
Change the OPACITY TO 40%
EFFECTS >>> EDGE EFFECTS >>> ENHANCE
Open up the Jaided_Black Leaves.jpg image in your PSP workspace
Right click on the Title Bar and select COPY from the options
Right click on the Title Bar of your tag image
and select PASTE AS NEW LAYER from the options.
Reposition with your MOVER tool (see below)
Go to your LAYER PALETTE
Change the OPACITY TO 58%
EFFECTS >>> 3D EFFECTS >>> DROP SHADOW
Vertical & Horizontal offsets = 2
Colour = #ba3548
Opacity = 60
Blur = 0
Repeat Drop Shadow effect changing
Vertical & Horizontal Offsets to - ( minus ) 2
Click OK
Open up the Jaided_Orange Leaves.jpg image in your PSP workspace
Right click on the Title Bar and select COPY from the options
Right click on the Title Bar of your tag image
and select PASTE AS NEW LAYER from the options.
Reposition with your MOVER tool (see below)
Go to your LAYER PALETTE
Change the OPACITY TO 68%
EFFECTS >>> 3D EFFECTS >>> DROP SHADOW
Vertical & Horizontal offsets = 2
Colour = #ba3548
Opacity = 60
Blur = 0
Repeat Drop Shadow effect changing
Vertical & Horizontal Offsets to - ( minus ) 2
Click OK
Open up the Jaided_Brown Leaves.jpg image in your PSP workspace
Right click on the Title Bar and select COPY from the options
Right click on the Title Bar of your tag image
and select PASTE AS NEW LAYER from the options.
Reposition with your MOVER tool (see below)
Go to your LAYER PALETTE
Change the OPACITY TO 74%
EFFECTS >>> 3D EFFECTS >>> DROP SHADOW
Vertical & Horizontal offsets = 2
Colour = #ba3548
Opacity = 60
Blur = 0
Repeat Drop Shadow effect changing
Vertical & Horizontal Offsets to - ( minus ) 2
Click OK
Open up the Jaided_Pink Leaves.jpg image in your PSP workspace
Right click on the Title Bar and select COPY from the options
Right click on the Title Bar of your tag image
and select PASTE AS NEW LAYER from the options.
Reposition with your MOVER tool (see below)
Go to your LAYER PALETTE
Change the OPACITY TO 56%
EFFECTS >>> 3D EFFECTS >>> DROP SHADOW
Vertical & Horizontal offsets = 2
Colour = #ba3548
Opacity = 60
Blur = 0
Repeat Drop Shadow effect changing
Vertical & Horizontal Offsets to - ( minus ) 2
Click OK
Open up the tube-by-stephane-arbuste.psp image in your PSP workspace
Right click on the Title Bar and select COPY from the options
Right click on the Title Bar of your tag image
and select PASTE AS NEW LAYER from the options.
IMAGE >>> RESIZE = 75%
Ensure "Resize all layers" is UNCHECKED
EFFECTS >>> 3D EFFECTS >>> INNER BEVEL
ADJUST >>> SHARPNESS >>> SHARPEN
Reposition with your MOVER tool (see below)
EFFECTS >>> PLUGINS >>> EYE CANDY 3 >>> DROP SHADOW
CLOSE RASTER 1
LAYERS >>> MERGE >>> MERGE VISIBLE
OPEN RASTER 1
You can fill this layer (later) with whatever colour you use for a background on a web page
or email.
Save as .psp image
To add the text I used ....
LAYERS >>> NEW RASTER LAYER
Open up the Jaided_Orange Leaves.jpg image in your PSP workspace
In your MATERIALS PALETTE
Load the ' goldfill1.bmp ' pattern in your foreground
Load the ' Jaided_Orange Leaves ' pattern in your background
using the settings below.
 . 
Select your TEXT tool
Locate the "
Candombe.ttf " font
PSP8
PSP9/10
Enter your text ... Click "Apply"
(I've filled Raster 1 with WHITE to match the background on this page)
ADJUST >>> SHARPNESS >>> SHARPEN
EFFECTS >>> 3D EFFECTS >>> DROP SHADOW
Vertical & Horizontal offsets = 1
Colour = Black
Opacity = 60
Blur = 0
EFFECTS >>> PLUGINS >>> EYE CANDY 3 >>> DROP SHADOW
DESELECT
Open up the OkieDee-Columbines-Dragonfly1.tub image in your PSP workspace
Right click on the Title Bar and select COPY from the options
Right click on the Title Bar of your tag image
and select PASTE AS NEW LAYER from the options.
EFFECTS >>> 3D EFFECTS >>> INNER BEVEL
Same settings
Go to your LAYER PALETTE
Change the BLEND MODE to SCREEN
EFFECTS >>> EDGE EFFECTS >>> ENHANCE
Reposition with your MOVER tool to suit
LAYERS >>> MERGE >>> MERGE ALL (Flatten)
Save as .jpg image
