Go to EFFECTS >>> PLUGINS >>> DRAGONFLY >>> SINEDOTS II

Click on OPEN (as shown at the bottom of the image below)
When your folder opens
(the Presets window will open on top of the previous one)
select
"PSP_PluggersPresets.cfg"





Click on the arrow above OPEN
select "ts_balloon"





CHANGE THE COLOUR TO ( #977146 )



Click OK
Go to ADJUST >>> SHARPNESS >>> SHARPEN





Go to SELECTIONS >>> SELECT NONE


Go to IMAGE >>> ADD BORDERS = SYMMETRIC 3
COLOUR = CREAM

With your MAGIC WAND
Match Mode = RGB Value
Tolerance = 0
Feather = 0
Sample Merged = UNCHECKED

Select the Cream border
Flood fill with the Goldfill2 pattern
Go to ADJUST >>> SHARPNESS >>> SHARPEN

Go to EFFECTS >>> 3D Effects >>> Drop Shadow
Vertical & Horizontal offsets = 1
Colour = Black
Opacity = 100
Blur = 0

Repeat Drop Shadow effect changing
Vertical & Horizontal Offsets to - ( minus ) 1
Click OK

Go to SELECTIONS >>> SELECT NONE

Go to IMAGE >>> ADD BORDERS = SYMMETRIC 8

With your MAGIC WAND
Select the Cream border


Go to EFFECTS >>> 3D EFFECTS >>> INNER BEVEL
Same settings

Click OK

Go to EFFECTS >>> 3D Effects >>> Drop Shadow
Vertical & Horizontal offsets = 1
Colour = Black
Opacity = 100
Blur = 0

Repeat Drop Shadow effect changing
Vertical & Horizontal Offsets to - ( minus ) 1
Click OK

Go to SELECTIONS >>> SELECT NONE


Go to IMAGE >>> ADD BORDERS = SYMMETRIC 3
COLOUR = CREAM

With your MAGIC WAND
Match Mode = RGB Value
Tolerance = 0
Feather = 0
Sample Merged = UNCHECKED

Select the Cream border
Flood fill with the Goldfill2 pattern
Go to ADJUST >>> SHARPNESS >>> SHARPEN

Go to EFFECTS >>> 3D Effects >>> Drop Shadow
Vertical & Horizontal offsets = 1
Colour = Black
Opacity = 100
Blur = 0

Repeat Drop Shadow effect changing
Vertical & Horizontal Offsets to - ( minus ) 1
Click OK

Go to SELECTIONS >>> SELECT NONE



Go to LAYERS >>> NEW RASTER LAYER
Make sure the CREAM colour is in your FOREground box
on your MATERIALS PALETTE

Select your BRUSH TOOL
Click on the 'paintbrush' icon on the top right of the Tool Options
Select "CUSTOM"

Locate the 'sg_sinedots-corners1' brush
Use settings shown below
The brush actually shows as "
sg_sinedots-corners1 007"
when you hover your cursor over it





Left click once on your image
Go to IMAGE >>> MIRROR

Using your MOVER TOOL
slide the 'corner' into position as shown below




Go to ADJUST >>> SHARPNESS >>> SHARPEN


Go to LAYERS >>> DUPLICATE
Go to IMAGE >>> MIRROR
Go to IMAGE >>> FLIP

Go to LAYERS >>> MERGE >>> MERGE ALL (Flatten)
The final result looked a bit 'pasty'
so I went to
ADJUST >>>BRIGHTNESS & CONTRAST >>> GAMMA CORRECTION
Settings
Link box = Checked
Red, Green & Blue = 0.88


Resize to suit

and you're done.
